topshop are making dresses like this but to be honest their ones are so shit that anyone can eaaaasily make their own (instead of wasting 25 quid on scrap). religion are also doing one, with a tie dye bottom part (the orange bit).
if you wanted to make one, you could use just jersey (from large tshirts) which would probably be best for the stretch factor, but you could also use lace or chiffon or something like that to make the whole thing a bit fancier. you could also take a page out of religion's book and tie-dye the orange part, buut you should prooobably do it before assembling the dress or you could end up losing the whole 2-sections bit which is really quite effective. :)

a b-e-a-uuuutiful combination - i only did the colours for lack of a biro but i think the grey and blue woorrrrk like a factory machine. crop tops are EASY and fun too, all you have to do is get a men's top (grey in this case) and chop it in half. voilaaaaa crop top! the skirt's a bit more tricky, but not too bad. get the fabric (linen maybe) and pleat it as you sew, and then layer the next layers onto a base. in the sketch the skirt's quite long. it looks good, but i don't think i'd wear it. for one, i couldn't afford that much fabric and secondly i really like my legs ;).
